Custom Policy
WHEN / IF / THEN rules compiled by the Composer into the bounded Policy VM.

Behavior
- Up to 4 policies per market, each with up to 8 conditions and 4 actions.
- Conditions read trade, wallet and market fields; actions deny, record, award points (≤ 10,000 per action), update registers or emit signals.
- No loops, no arbitrary CPI, fixed per-policy evaluation cost.
Limitation. Policies govern routed trades only.
